It is a Silver Jubilee Commemorative Inland Waterways Association Lace Plate, which measures 6" in diameter. It is in good condition with blue ribbon woven through the plate and tied in a bow. The plate comes in its original box and has a certificate confirming it is number 87 of a limited edition run of 500 plates.
